Our Story

The Medicinal Cannabis Council Australia (MCCA) is the unified national voice for Australia’s medicinal cannabis sector, formed through the merger of the Australian Medicinal Cannabis Association (AMCA) and Medicinal Cannabis Industry Australia (MCIA).

MCCA brings together the full breadth of the sector – patients, healthcare professionals, researchers, licensed cultivators and manufacturers, clinics as well as professional and allied service providers – to advance a safe, credible and sustainable medicinal cannabis ecosystem in Australia.

Building on the foundations of its predecessor organisations, MCCA advocates for improved patient access and outcomes, while supporting a high-quality, science-based industry underpinned by strong standards, regulatory integrity and professional accountability. The Council represents the collective interests of its members and serves as a trusted, authoritative voice to government, regulators and the broader community, both domestically and internationally.

MCCA is committed to fostering a responsible and innovative industry that is recognised for its contribution to health, wellbeing and the economy. By uniting diverse expertise and perspectives, MCCA provides the leadership, stewardship and collaborative framework needed to guide the sector’s continued growth and maturity, ensuring Australian patients, clinicians and global markets have confidence in the products, services and systems that define our industry.

Gail Morgan

CEO

Gail Morgan has more than 30 years’ experience working with government and industry, with expertise in strategic advocacy, stakeholder engagement and policy. Widely respected in Canberra for her health sector knowledge, she has worked across pharmaceuticals, private health insurance, hospitals, medical devices, mental health, Indigenous health
and digital health. With leadership roles in industry associations, patient advocacy and Medicines Australia, Gail brings strong relationship-building, strategic insight and environment-shaping capabilities to support MCCA and advance the medicinal cannabis industry.

Geoff Bloom

Chair

Geoff Bloom is a Partner in the Health & Life Sciences Team at Mills Oakley, specialising in therapeutic goods, medtech and healthcare regulation. Geoff has worked in commercial law firms, the NSW Ministry of Health and community health organisations, as well as lecturing at UNSW in Law & Medicine.

Phoebe Macleod

Deputy Chair

Phoebe Macleod is General Manager of Product and Industry Development at Cannatrek, with six years’ executive experience in the Australian medicinal cannabis industry. She co-founded and led Heyday Medical from 2021 until its acquisition by Cannatrek in 2025. An experienced intellectual property and commercial lawyer, Phoebe has more than 15 years’ experience across the legal, medical research and healthcare sectors, bringing expertise in regulation, product innovation, commercial strategy and patient-focused healthcare.

Ean Alexander

Treasurer

Ean is CEO and Director of Altum, bringing life-changing benefits of cannabinoids back to Asia-Pacific. Since 2019, Altum has delivered brands including Kind in Australia. With 20+ years in corporate finance, investment, and operations, his expertise spans M&A, deal structuring and asset management. Backed by a global network, he has executed opportunities in commodities, healthcare and technology across developed and emerging markets. Ean holds an MBA (Advanced), plus post-graduate diplomas in Finance and Human Resources.

Nicholas Ravenswood

Board Director

Nicholas Ravenswood is a registered pharmacist and the co-founder of Rays Wellness, a progressive Australian medicinal cannabis dispensary and wellness pharmacy. After graduating from the University of Queensland, Nicholas dedicated his healthcare career to human optimisation, novel therapeutics and community pharmacy ownership. Driven by a passion to simplify patient access to alternative treatments, he established Rays Wellness to safely bridge the gap between conventional medicine and evidence-based natural therapies across digital and retail spaces.

Dr Priya Ayyar

Board Director

Dr Priya is the Clinical Lead Doctor at Releaf Clinics. She has over 5 years experience in prescribing medicinal cannabis to thousands of patients with varying complex chronic diseases. Her passion is to educate others about the endocannabinoid system to be able to help reduce stigma and improve accessibility of plant-based therapies. Dr Priya strives to help her patients to improve their functionality and quality of life by employing a layered approach of minor cannabinoid therapies to derive optimal clinical benefits.

Sharon Bentley

Board Director

Medical Cannabis Australia founder Sharon Bentley is a recognised leader and advocate within the Australian medicinal cannabis industry. Sharon has extensive experience across strategy, commercialisation, regulatory engagement and patient access initiatives, with a particular focus on Veteran healthcare and equitable access pathways. She is passionate about building sustainable industry frameworks that support both patients and prescribers, and regularly contributes to advocacy, education and policy discussions across the sector.
